Ban Retail Puppy Sales in Florida to Shut Down Puppy Mill Cruelty

Every year, thousands of puppies bred in cruel, inhumane puppy mills are shipped into Florida and sold in pet stores under the illusion of being “healthy” or “responsibly bred.” Behind the clean storefronts and smiling salespeople is a hidden pipeline of suffering—from mother dogs confined to filthy wire cages to sick puppies trucked across state lines for profit.
Florida is one of the largest markets for puppy-selling chains like Petland, which have repeatedly been linked to puppy mill sourcing. Despite this, our state has not passed a law to ban the retail sale of puppies in pet stores. That makes Florida a prime target for out-of-state puppy mills looking to exploit loopholes and dodge scrutiny.
We can change this.
Eight states—including California, New York, and Maryland—have already passed laws banning the sale of puppies in pet stores. These laws protect animals, promote adoption, and reduce consumer fraud. Florida should be next.
The truth is heartbreaking. Puppies sold in pet stores often come with hidden health issues, saddling families with massive veterinary bills or unimaginable loss. Their mothers, trapped in puppy mills, may never know kindness, fresh air, or medical care. Until we end the retail sale of puppies in Florida, we remain complicit in this cruelty.
We urge Florida state legislators, including the Senate Committee on Agriculture and the House Agriculture & Natural Resources Appropriations Subcommittee, to introduce and pass a statewide humane pet store law. The law must prohibit the sale of puppies in pet stores and instead promote partnerships with shelters and rescues.
Let’s close the puppy mill pipeline in Florida once and for all.
