TSU: Ban GoGuardian Surveillance Software on FBISD Student Laptops

The Issue

Why this is important: The Texas Student Union (TSU), representing concerned students and families, strongly condemns the use of GoGuardian on student-issued laptops in the Fort Bend Independent School District (FBISD). This software tracks students’ online activity — including web browsing, app usage, and even location — effectively placing school-issued laptops under blanket surveillance. Such monitoring is intrusive, violates student privacy, and undermines trust in the learning environment.

What’s wrong:

Invasive monitoring: GoGuardian’s ability to monitor browser, application, and location data infringes on students’ right to privacy and can have chilling effects on free expression and learning.
False positives & disruption: There have been documented instances where benign or educational content is flagged — disrupting class, blocking access, and unfairly penalizing students for mistakes.
Data security risks: Collecting substantial personal data places students at risk of data breaches or misuse, especially with increasing cyber-attacks targeting school systems.
Lack of consultation & consent: Students, parents, and the community were not properly informed or consulted before implementing such a broad surveillance system — a clear violation of educational transparency and respect for student autonomy.
What we demand (call to action):

FBISD must immediately suspend the use of GoGuardian (or any comparable surveillance software) on all student laptops.
FBISD should convene an open and transparent community discussion — including students, parents, and educators — to explore privacy-respecting alternatives such as digital-literacy programs, strengthened teacher supervision, and open communication channels.
FBISD should adopt a privacy-first policy: allowing only minimal, consented, and transparent monitoring — if any — with clear opt-in/opt-out for students and parents.

Who benefits when it's removed: Students (both current and future) will have the freedom to learn, explore, and express themselves without fear of unwarranted monitoring.
Parents and families will be assured their children’s data and personal privacy are protected.
FBISD and educators will foster a trust-based environment that encourages open communication and learning over suspicion and restriction.

Thank you for sharing the petition. I am aware of the concerns, and our IT Department sent an email to parents and district stakeholders on November 21 that explained how Go Guardian keeps our students safe online. It's also posted on our website here: https://www.fortbendisd.com/goguardian The next FBISD Board Meeting is Monday, December 15 at 6:30pm. There is a public comment section near the beginning of the meeting. Those interested in making comments may sign up here at https://www.fortbendisd.com/Page/581 by 4:30pm that day. Thank you to all who have taken the time to share their concerns regarding the use of GoGuardian on district‑issued laptops. We value community engagement, and we take seriously any feedback related to student privacy, digital safety, and the learning environment in Fort Bend ISD. The district’s use of GoGuardian is rooted in two core responsibilities: ensuring student safety in a digital learning environment and complying with federal law. As a recipient of federal E‑rate funding, FBISD is legally required under the Children’s Internet Protection Act (CIPA) to implement safeguards that block or filter access to harmful or inappropriate online content. Traditional firewall systems alone are no longer sufficient, as students have increasingly found ways to bypass them using VPNs and proxy tools. GoGuardian helps close these gaps by providing device-level filtering and real-time protection that keeps students safe and ensures the district remains compliant with federal mandates. It is also important to clarify what GoGuardian does not do. The software does not access webcams or microphones, does not record screens, and does not track student location. Teachers can only view the screens of students enrolled in their classes, only during school hours, and only when devices are on an FBISD campus and connected to the district network. These safeguards are in place to ensure that monitoring remains limited, purposeful, and aligned with the district’s Acceptable Use Policy, an agreement reviewed and signed annually by students and parents. GoGuardian is used only on district‑owned laptops, which are provided exclusively for educational purposes. The district has long monitored network activity on these devices, as required by law, and GoGuardian does not introduce new surveillance capabilities. Instead, it strengthens existing protections and supports teachers in managing digital learning environments more effectively. We recognize that any tool designed to protect students can also raise questions about privacy and transparency. For that reason, we provide a detailed Frequently Asked Questions (FAQ) document on our district website that addresses the concerns raised in this petition, including data privacy, teacher access, monitoring limitations, and how the district oversees the use of this software.
