Ban Flock Surveillance Cameras in Gunnison County
The Issue
Gunnison County has been maintaining an auto-renew contract with Flock Safety since late 2023. There are currently four of these ALPR cameras in our county. While they seem benign, they are eroding our rights as Americans and represent a huge invasion of privacy. The infrastructure is operated by an Atlanta-based tech company. Yes, our Sheriff's office can access and use this information, which does align with our local security. The problem lies beyond that. There are multiple other agencies that can access this data and keep track of millions of Americans at any point in time. George Orwell is rolling in his grave.
There have been cases of women being tracked and prosecuted for seeking reproductive care in other states. Records show Flock data was used to monitor protest activity. Flock Safety employees accessed cameras in a children's gymnastics room, a pool, a playground, and a school during a sales demo for police departments (while Flock's FAQ states: "nobody from Flock Safety is accessing or monitoring your footage"). These cameras are vulnerable to unauthorized access, compromising confidential information. In multiple instances (Joplin, MO, Sedgwick, KS, and Orange City, FL, to name a few), police officers have used these cameras to stalk their ex-partners.
Gunnison County signed up for local crime tools. What they actually bought is a node in a national surveillance network that Texas cops, ICE, and Flock's own sales team can tap into and has been used to hunt down women who got abortions and catalog protesters. That's not what anyone voted for.
At a Gunnison Board of County Commissioners' work session on 6/23/26, one commissioner proposed a legislative concept to bring technology like Flock into compliance with the Colorado Privacy Act, but she did not gain the support of the other commissioners. They questioned whether this is an important issue for our county.
