Nearly 200 cameras now cover Casa Grande, Arizona, and residents had no say in it.

Last year, the city council quietly signed a 10-year, $10 million contract with Flock Safety and deployed the cameras almost overnight. Half are license plate readers. The other half are pan-tilt-zoom cameras that can follow people's movements. There is no warrant requirement for police to access any of this footage.

Jacob Petrosky, a Casa Grande resident who only registered to vote after the cameras went up, summed it up plainly: "I realized I couldn't enter or leave my neighborhood on a paved road without being tracked." To make the council feel what that's like, he stood up at a public meeting and satirically proposed tracking the officials and their families in return. "I would never do this to you," he told them. "Could I? Probably. But I wouldn't because it's wrong. Just like what you guys are doing to us is wrong."

This isn't a hypothetical threat. A recent investigation found that police departments across the country have used Flock cameras to search for people by physical description, race, and signs of political affiliation. The Casa Grande City Council has already voted to connect elementary school cameras to the Flock network, with no warrant required.
