The Issue
Petition to Ban Consumer Fireworks in Unincorporated Clallam County
To: The Clallam County Board of Commissioners
Subject: Proposal to amend Clallam County Code Chapter 15.38 to prohibit the discharge of consumer fireworks in all unincorporated areas.
Statement of Purpose:
We, the undersigned residents of Clallam County, respectfully request that the Board of Commissioners enact a total ban on the discharge of consumer fireworks in unincorporated Clallam County. While we value community celebrations, the current regulations do not sufficiently protect our environment, wildlife, domestic animals, or the peace and safety of our neighborhoods as well as our veterans and others with PTSD and noise sensitivities.
Reasons for this Petition:
* Fire Risk: With increasing summer droughts and abnormally warm temperatures, the risk of accidental human-ignited wildland fires is a critical concern.
* Public Safety & Health: Fireworks cause over 1,000 emergencies annually in Washington State and can result in life-altering injuries. They also pose significant distress to veterans and individuals with sensory sensitivities.
* Animal Welfare: The loud noise and bright flashes cause severe distress to pets, livestock, and local wildlife, often leading to injuries or deaths as animals attempt to flee the noise.
* Consistency: Neighboring
municipalities like Sequim and Port Angeles have already successfully implemented bans, creating a safer and more predictable environment for their residents.
Requested Action:
We urge the Clallam County Board of Commissioners to follow the lead of nearby cities and counties (such as unincorporated King County) by amending the County Code to prohibit the sale and discharge of all consumer fireworks, prioritizing professional, community-led displays as a safer alternative.
