The Issue

We, the residents of Alabama, call for an immediate end to the use of Automated License Plate Reader (LPR) cameras by state and local government, law enforcement, and private entities contracted for public surveillance.

Summary

License Plate Reader cameras are being deployed across Alabama cities, counties, and highways — on police cars, light poles, overpasses, and private property. These cameras automatically photograph every passing vehicle, capture plate numbers, time, date, and GPS location, and store that data for months or years in searchable databases.

This is mass surveillance of law-abiding citizens without a warrant, without probable cause, and without consent.

We are not against legitimate law enforcement tools used with judicial oversight. We are against a permanent tracking system that logs the movements of every Alabamian.

We demand the State of Alabama:

1. Prohibit the use of LPR cameras by all state and municipal agencies and prohibit the use of data collected by private LPR companies like Flock Safety for law enforcement purposes.

2. Require the removal of existing LPR cameras on public property and public rights-of-way.

3. Ban the retention and sharing of license plate data collected without a warrant, including sharing with out-of-state agencies, federal agencies, and private corporations.

4. Protect our Fourth Amendment Rights against unreasonable search and seizure. Tracking a citizen's movements 24/7 without a warrant is unconstitutional.

Why This Matters in Alabama

1. It violates privacy and presumption of innocence: LPRs track everyone, not just suspects. Your trips to church, the doctor, a political meeting, or a family member's house are logged.

2. No real oversight: Most cities have adopted Flock and other LPR systems with no public vote, no transparency policy, and no limits on how long data is kept or who can access it.

3. Data is not secure and not local: LPR data is stored in cloud databases outside Alabama and can be hacked, leaked, sold, or misused. It has been used to track victims, journalists, and protesters in other states.

4. It does not make us safer: Studies show LPRs have minimal impact on solving violent crime but create a dragnet that chills free movement and association.

5. Slippery slope to total surveillance: Today it's plates. Tomorrow it's facial recognition linked to those plates.

Alabama has always valued freedom, limited government, and personal liberty. Mass warrantless surveillance has no place here.

We urge lawmakers to act now and ban LPR cameras in Alabama before this system becomes permanent.

Sign this petition if you believe Alabamians should not be tracked everywhere they drive without a warrant.
