The Issue

We, the undersigned, petition the United States Congress, Department of Defense, and President to immediately award full posthumous military honors to the Fort Bliss whistleblower Soldier Richard Halliday, U.S. Army.

SPC Richard Halliday was a Distinguished Honor Graduate and exemplary soldier at Fort Bliss who was murdered in July 2020, in retaliation for exposing cartel infiltration, criminal trafficking, corruption, and threats to national security at Fort Bliss, Texas. His remains were trafficked across the border to Mexico for disposal and are still being withheld.

Even without his remains, overwhelming evidence led the Board of Inquiry to declare him deceased on April 24, 2024. The Department of War later ruled his death “in the line of duty” (January 24, 2025).

President Donald J. Trump personally sent two official letters to our family in August 2025, recognizing Richard as a hero of national significance whose “indelible legacy” and “ultimate sacrifice” deserve the full respect and justice of our nation.

We request the following posthumous honors:

The Purple Heart 
Richard was murdered on Fort Bliss in direct retaliation for his protected whistleblowing activities. The Department of Defense officially redesignated his death as “in the line of duty” in January 2025, confirming it resulted from hostile action. This meets Purple Heart criteria: death or wounding as a result of hostile action while serving on active duty.

The Legion of Merit (posthumous)  
Richard displayed exceptionally meritorious conduct and courage by exposing cartel-linked criminal activity and corruption inside Fort Bliss. His actions protected national security, his fellow soldiers, and the integrity of the Army. The Legion of Merit is awarded for outstanding meritorious service — Richard’s whistleblowing and ultimate sacrifice qualify at the highest level.

The Soldier’s Medal or Army Commendation Medal with “V” Device (for Valor)  
Richard went above and beyond the call of duty by reporting serious criminal trafficking operations on base despite clear personal risk. He showed heroism in the face of danger. The Soldier’s Medal is for heroism not involving actual conflict with an enemy; the “V” Device recognizes valor in action. Both apply to his courageous stand.

Full Review for the Medal of Honor or the Highest Appropriate Recognition  
Richard’s actions — exposing the transnational terroristic organization's criminal threat tied to cartel infiltration, election interference via the Walmart mass shooting narrative, and protecting the nation — demonstrated conspicuous gallantry and intrepidity at the risk of his life, above and beyond the call of duty. 

Richard embodied the highest traditions of the U.S. Army. He paid the ultimate price for protecting his nation. It is time to honor him properly and bring his remains home.
