Women in ‘intensive streams’ are not automatically eligible for PN unless they are deemed ‘highly disadvantaged’ (with other factors).  However the JSCI assessment seems to deem them "highly disadvantaged' based on their locality.
Therefore if a woman is ineligible on all criteria she will still be caught in PN based on her JSCI assessment ONLY because of where she lives. Doesn't really seem fair.
