Zion officer explicitly documented that he used a flashlight to examine the alleged victims and "did not observe any visible injuries." Proof of Non-Aggression: At the time of collection, the intake officer documented that Millie was "showing no signs of aggression." The "Blank" Bite Screen: The official legal record required to track bite severity and rabies risk was left completely blank in Millie’s file. This isn't just about Millie anymore.
