Support 'at risk' youth, support Horizon Early Intervention in Central Queensland!
The issue
For the past 18 months as portfolio councillor for Youth Development I’ve been connected to the Horizon Early Intervention program run by PCYC in Central Queensland. This program brings young people identified as being ‘at risk’ of engaging in criminal activity together and provides support, guidance and helps reconnect them both with their family, and the community.
The Horizon Early Intervention program has been incredibly successful in our community with a 100% success rate for all the young people who have finished the program. This is to the credit of the young people, PCYC Queensland and their fantastic staff who go above and beyond to give a hand up to these youths!
It’s been my absolute pleasure to attend some of the graduation ceremonies for these groups and see the previous attendees come back and share their experience and offer their support to the newest graduates. Beyond their time in the program, all the young people have been supported with follow up case management.
Sadly this program has been included as part of the ‘Boot Camp’ shutdown recently approved by the Queensland Attorney General; Yvette D'Ath. This decision was based on an Auditor General’s report which outlined concerns with the costs and choosing of providers overall however the same report says of the Horizon Early Intervention program “Value for money is demonstrated for Rockhampton, as QPCYWA were both the lowest cost and highest quality provider”.
If this is the case, and we’ve seen such success how can the decision to defund this program be justified?
