In 2023, Southampton City Council introduced reduced overnight streetlight hours in some areas, switching lights off during the quietest part of the night. This was a positive step toward reducing unnecessary energy use and light pollution.
However, the impact of this policy has not yet been widely reviewed or shared with residents. A city-wide review would help the council understand how effective these changes have been and whether similar approaches could be expanded to other suitable areas.
There are also many other sources of light pollution across Southampton, including bright commercial signage, digital advertising boards, and poorly directed outdoor lighting. These sources can contribute significantly to unnecessary light at night.
This petition asks Southampton City Council to carry out a city-wide review of light pollution and identify opportunities to reduce unnecessary lighting while maintaining public safety.
A review could consider measures such as:
• Reviewing the impact of the reduced streetlight hours introduced in 2023 and identifying areas where the programme could be expanded
• Encouraging downward-facing lighting that reduces sky glow
• Reviewing the brightness and overnight operation of digital billboards and commercial signage
• Identifying areas where lighting can be dimmed or better directed
• Supporting lighting practices that reduce energy use and protect wildlife
By taking a thoughtful and evidence-based approach to lighting, Southampton can reduce energy waste, support biodiversity, and create a healthier night-time environment for residents.
