The Issue

***We are asking Aylmer Town Council to review whether reasonable, legally permissible rules can be created concerning the public display of graphic images in locations where they may be seen by the general public, including children.***

This petition is about public exposure to graphic imagery—not about regulating anyone's private beliefs, opinions, or personal decisions.

 

This week, an outing meant to nurture the growth of my daughter through Girl Guides was marred by a shocking encounter—a public display of graphic images right outside. No child or adult should confront such unsettling visuals without warning, and I believe the Town of Aylmer should ensure our public spaces remain family-friendly and safe for all, especially for the impressionable young minds in our community.

Aylmer has long prided itself on being a supportive and welcoming town, one where families can gather and children can learn, play, and grow without the fear of exposure to content inappropriate for their age. However, the current lack of regulation regarding the display of graphic images in public spaces threatens this environment. Studies have shown that exposure to graphic and traumatic images can have disturbing effects on children—leading to increased anxiety, fear, and desensitization.

We have the power to change this. We are not asking for censorship, but rather a thoughtful and considerate review by our Town Council of policies governing public displays. A balanced approach that respects freedom of expression while safeguarding public decency and protecting vulnerable individuals from undue distress can and should be possible. Let us implement guidelines that require displays to be vetted for age-appropriateness in areas frequented by families and children.

Our town’s reputation relies on its ability to adapt and respond positively to community concerns. By reviewing and revising our policies on public displays, we set a precedent of community care and responsibility. It is time to take action by addressing this issue to preserve the integrity of Aylmer as a community that upholds respect and safety for all its citizens.

ASK AYLMER TOWN COUNCIL TO REVIEW THE PUBLIC DISPLAY OF GRAPHIC IMAGES

We are asking residents of Aylmer, Ontario to support a petition calling on Aylmer Town Council to review whether the Town can take legally permissible action concerning the public display of graphic images.

What are we asking Council to do?

We are asking Aylmer Town Council to:

• Review the Town's existing Sign By-law and other applicable municipal regulations.

• Determine what authority the Town has to regulate graphic images displayed publicly or from private property where they are visible from public areas.

• Investigate whether reasonable, legally enforceable restrictions can be created concerning the public display of graphic imagery.

• Obtain appropriate legal advice regarding any proposed regulation, including its compatibility with the Canadian Charter of Rights and Freedoms and applicable legislation.

• If legally permissible, consider introducing appropriate by-law amendments or other municipal measures.

Why are we asking for this?

Members of our community—including children—may encounter graphic images in public spaces or on displays visible from public areas without choosing to view them.

The purpose of this petition is not to regulate people's beliefs, opinions, political views, religious views, or private expression.

Instead, we are asking the Town to examine whether there should be reasonable rules governing the manner, location, and circumstances in which graphic images are publicly displayed.

The issue can involve many types of graphic imagery, including images depicting medical procedures, severe injuries, violence, death, or other disturbing material.

We believe Aylmer residents should have an opportunity to ask their municipal government to examine whether reasonable and lawful measures are available to reduce unsolicited exposure to such material, particularly for children.

What happens next?

Once substantial local support has been gathered, we intend to present the petition to Aylmer Town Council and request that the matter be referred to appropriate Town staff for review and recommendations.
