Let Josh Miller keep his personalized license plate.

Let Josh Miller keep his personalized license plate.
The Issue
In 2012 I applied for a personalized license plate with the Arizona Dept of Transportation. My license plate was approved and issued.
After having this plate for over two years, a random anonymous person filed a complaint and now ADOT is trying to take away my plate. I appealed the decision, and lost my appeal.
This plate contains no profanity, no vulgar language, and nothing that any reasonable person would be offended by. How can ADOT be allowed to infringe on my freedom of expression when I have not done anything wrong? What kind of society are we living in when the term "LOL" is not allowed?
