Arbitrary Ruling on pet dogs in Haryana
The Issue
This is with reference to the article that appeared in India Today and some other newspapers today regarding ownership and registration of pet dogs. www.indiatoday.in/india/story/haryana-government-makes-registration-of-pet-dogs-mandatory-2289971-2022-10-27
Keeping pet dogs is being treated like a criminal activity with ideas like:
1. Putting a muzzle on dogs while walking them. This is completely against the Supreme Court order that forbids such a practice ( attached).
2. Only one dog per household.
It may be noted that when people keep dogs as pets , many of them also adopt strays/ Indies and help keep them off the streets. This kind of ruling will compound the problem of strays. Instead, we should encourage people to adopt Indian dogs so that our problem of strays is eliminated.
Like in the article below, Netherlands became the first country to have no stray dogs because they encouraged people to adopt strays.

By putting a cap of one dog per household, we would be doing the opposite. There are many families that have more than one dog, many of whom are strays/ Indies. Pet owners need to be made responsible for their pets.
Our grievance is that such a ruling will be detrimental to the wellbeing of both pets and humans and must be quashed immediately.
