The Issue

India and Pakistan together are home to nearly one-fifth of humanity. However, for decades Pakistan has systematically used terrorism as an instrument of state policy. This has caused immense suffering in India and has also exported instability and violence to other parts of the world. Terrorism emanating from Pakistani soil continues to threaten regional and global security. Repeated Indian attempts at dialogue and normalisation have been met with betrayal and major terrorist attacks. We believe that any restoration of ties at this stage would be dangerously premature, would reward aggression, and would further embolden terrorist groups operating from Pakistan. True peace and security — both for India and the wider world — can only come after Pakistan ends its sponsorship of terrorism. 

Respected Prime Minister Shri Narendra Modi,

We, the undersigned citizens of India & from around the world, respectfully urge the Government of India to continue and further strengthen its policy of complete non-engagement with Pakistan. Normal relations must not be restored until Pakistan takes concrete, verifiable, and irreversible steps to permanently dismantle its state-sponsored terrorism apparatus. We therefore urge you to adopt the following firm and decisive measures:

Immediate Diplomatic Measures

Do not restore full diplomatic relations or reinstate High Commissioners under any circumstances until Pakistan meets all the conditions listed below.

Formally designate Pakistan as a state sponsor of terrorism and actively work with like-minded countries to impose coordinated international isolation.

Withdraw from or suspend all remaining bilateral agreements and treaties that provide any advantage or legitimacy to Pakistan.

Cease all high-level official contacts and back-channel communications until verifiable changes occur on the ground.

Structured Dialogue and Core Issues

Rule out any resumption of bilateral dialogue until Pakistan completely ends support for terrorism and separatism.

Make the vacation of Pakistan-occupied Kashmir (PoK) and Gilgit-Baltistan a non-negotiable precondition for any future talks on Jammu & Kashmir.

Demand the immediate extradition of all designated terrorists and fugitives, including Hafiz Saeed, Masood Azhar, Dawood Ibrahim and others, with clear deadlines and consequences for non-compliance.

Security and Border Measures

Maintain a clear policy of pre-emptive military action against terrorist infrastructure inside Pakistan in response to any future attack on India.


Accelerate the complete physical fencing, surveillance, and fortification of the entire India-Pakistan border.
Continue and expand the current suspension of the Indus Waters Treaty as long as Pakistan sponsors terrorism.

Reject any third-party mediation or involvement that dilutes India’s sovereign right to respond to cross-border terrorism.

Economic and Trade Measures

Enforce a complete and permanent economic boycott — banning all direct and indirect trade with Pakistan.

Block Pakistani participation in any Indian or India-led regional economic initiatives.

Work with international partners to impose stricter financial scrutiny and sanctions on entities linked to Pakistan’s terror ecosystem.

People-to-People, Travel and Cultural Links

Impose a near-total ban on the entry of Pakistani nationals into India, with exceptions granted only in extremely limited and rigorously vetted cases (such as religious monorities seeking asylum in India).


Do not reopen any border crossings, bus or train services, or commercial air links.


Impose a complete and indefinite ban on all sports engagements with Pakistan, including bilateral matches, tournaments, and any form of sporting exchange.


Ban the entry and performances of Pakistani artists, musicians, actors, performers, and cultural figures in India until Pakistan ends its sponsorship of terrorism.


Reject any proposals for cultural, sporting, or religious exchanges (including the Kartarpur Corridor) until terrorism ends.


We believe these stronger measures are necessary to protect Indian lives, deter future attacks, and send an unambiguous message that the world will no longer tolerate state-sponsored terrorism emanating from Pakistan. Half-measures and premature normalisation have failed for decades.We, the undersigned concerned citizens from across the world, support a policy of zero tolerance and urge you to adopt these firmer steps until Pakistan demonstrates genuine and lasting change.
