The Issue
Texas is one of the few remaining States that does not allow 3-G Inmatesto be released when their "good conduct time" + "work time" + "flat/actual time" equals their sentence. Passing HB 1271 would allow QUALIFIED inmates to be reviewed by parole when they've reached they're eligibility time by combining flat time with good conduct time.
HB #1271 will not only bring some of Texas's state inmates up for parole sooner, but based on that fact, it would be assumed that some would be released earlier meaning - reuniting families. In doing so, this bill will save the state money - as it costs nearly $50 per day to house a state inmate. It will also save money because the state will not be required to hire and maintain as many correctional officers if there are not as many inmates in the state system. And furthermore, reducing today's prison population will decrease future populations. Statistically speaking, children of incarcerated people are 3X more likely to wind up in the justice system in some form or fashion. By allowing more parents to return home, this can reduce the number of juveniles who will eventually end up in the state system.
This petition is not for one Inmate or situation, it is to ask our State Legislatures to catch-up with the majority of the Nation. To allow qualified inmates to prove through the parole review process that they have changed, and are ready to re-enter society.
