I am writing this petition in light of the recent event where the perpetrator threw an innocent dog off the fifth floor of a building and the abetter filmed the horrifying act. It is not that a more gruesome and cruel act hasn't been reported, but this is definitely the first time I have ever seen something like this (through the video that went viral on the internet). What is really disturbing is the pride the man took while inflicting pain to the dog. This urged me to start this petition. The shrieking voice of the dog as it hit the ground keeps haunting me. I have just one question- is killing animals a sadistic pastime? They are sentient beings and should be entitled to greater rights so that their security is ensured from the 'mighty and brainy' humans. And what is the penalty for such heinous crimes? It makes me utterly sad to inform you that our laws are amongst the most 'insensitive' laws against animal cruelty. They go like- 'If any animal is treated in any of the ways provided under Section11(a) to (o) of The Prevention Of Cruelty to Animals Act,1960., the offender ( in the case of a first offence) will have to pay fine which shall extend to fifty rupees and if it is the case of second offence or subsequent offence committed within three years of the previous offence, he will be fined with not less than twenty-five rupees but which may extend to one hundred rupees or with the imprisonment for a term which may extend to three months or with both. Also, in the case of second offence, the offender’s vehicle is confiscated, and he will never be allowed to keep an animal again.' Yes, you read it right. That means even if you are below the poverty line, you can commit as many 'crimes' as you wish in a day's income! How can such futile and obsolete measures of punishment ever stop a psychopath from harming or in the worst case, killing an animal just for fun? Psychopaths generally abuse animals, and this behavior escalates into harming humans. Whether or not you have a love for animals and for all the people who think- 'It was just an animal, so who cares?', isn't pestering someone for your amusement or exhibiting control over them to show your power the greatest sin? So through this petition, we are calling for resurrection of the laws and stringent penalties for the offender. Please sign this petition- 1. to show that you are courageous enough to fight what is wrong, and 2. to show that you care and are sensitive towards other living beings. Let us put an end to the sport of killing together. Maybe you are not an animal lover, but are you a sadist?
