New York State and the rest of United State's of America is in a Heroin Epidemic !  We the People request that Governor Andrew Cuomo declare an immediate state of Emergency for New York State.  We the People of United State's of America declare President Obama to declare a country wide Heroin Pandemic !  Thousands are in need of more treatment center's , more state facilities and more drug enforcement to control this epidemic !  We must act on this now, thousand's are dying !  We have lost too many live's ! We must stop this Heroin Epidemic now !
