Amend Vancouver Bylaws to Allow Dog Rehabilitation

The Issue

On October 30, 2024, I found an abandoned dog on the streets of Vancouver and, believing it to be the best course of action, entrusted his care to Vancouver Animal Control. Regrettably, within just 13 days, the dog was deemed to exhibit behavioral issues, and euthanized—despite my repeated pleas to regain custody and personally advocate for his care. Under the current Vancouver bylaws, there are no provisions to rehabilitate animals that are deemed aggressive, and once such a designation is made, there is no allowance for intervention. This absence of a rehabilitative framework often leads to the premature euthanasia of animals who might otherwise thrive with proper behavioral support and therapy.

Aggression in dogs is frequently rooted in fear, trauma, or a lack of socialization—conditions that, with time, training, and care, can often be successfully treated. By failing to acknowledge the potential for rehabilitation, the existing policy denies many dogs the opportunity for recovery and a second chance at life.

This petition calls for an amendment to Vancouver’s animal control bylaws to include structured rehabilitation programs for dogs displaying aggressive behavior. We propose developing partnerships with certified trainers and animal behaviorists, drawing from proven models in other municipalities, and seeking funding through grants, public-private initiatives, and volunteers in the community to support this effort.
