Amend the U​.​S. Constitution to Limit Congressional Compensation

The Issue

The United States Congress is a body of public servants, elected by the people to represent their interests. However, there is growing concern that some members of Congress may be using their positions for financial gain rather than public service. This petition proposes an amendment to the U.S. Constitution stating that "every member of Congress shall henceforth and in perpetuity, receive no more compensation (in any form from any source) during the tenure of their term than the yearly salary equal to the annual median income of the citizens of the state that they represent.

Congressional service shall maintain 4 term limits to keep legislature vested in the betterment of their constituents. No pension or post-term retirement benefits shall be rendered beyond the median average accrued during private sector for a job of equal pay. 

Furthermore, no member shall be employed by any industry regulated by the members’ legislative subcommittees and no member shall be permitted to own trade stock during their term. 

No foreign entity or business shall be permitted to designate campaign donations and corporate campaign donations shall only be permitted within the state of said business. 

All financial records of public servants shall be considered public domain.   

If bribery or insider trading is discovered, said campaign shall be terminated immediately for conflict of interest and all legislature passed shall be re-evaluated. Bribery and insider trading will be punishable up to and including immediate seizure and/or forfeiture of said business/estates and invalidate said parties from positions of public office. 

It shall be deemed unconstitutional for any incumbent to pursue re-election in the event that the national deficit exceeds 3% of the GDP (gross domestic product) and thereby mandating the the commencement of electoral processes that ensure financial prudence." According to data from Census Bureau, median household income varies greatly across states - from $43,567 in Mississippi to $86,345 in Maryland as per 2019 statistics. By tying congressional salaries directly to these figures, we can ensure our representatives are truly serving us and not themselves financially.
