Amend the New York 'Bell-to-Bell' Phone Ban: Protect Student Safety and Mental Health

The Issue

The strict New York 'bell-to-bell' cell phone ban is creating unnecessary safety isolation and removing crucial peer communication during lunch and free periods. As students and parents, we support focused classrooms, but we demand a common-sense 'Restricted Access Model' that allows students to check messages during non-instructional times. The New York state law explicitly mandates that “schools must give parents a way to contact their children during the day when necessary.” However, in reality, forcing a single main office phone line to handle hundreds of emergency or logistical calls from panicked parents creates a massive administrative bottleneck that actually leaves families less safe and completely disconnected during regional emergencies.
