Amend SCCA ProSolo Rule 20.10.J 2b to Balance Fair Competition
The Issue
The current SCCA ProSolo Rule 20.10.J 2b has unintentionally negatively impacted the fair competition goal of our sport.
The current rules states:
"For a rerun to be granted for a downed pylon, a driver must briefly and safely stop, pointing to the pylon in question. That pylon must be displaced enough to warrant a penalty under ProSolo rules for a rerun to be granted. Conduct deemed to be 'hunting' for slightly displaced pylons will be subject to penalty."
Requiring the pylon to be displayed "enough to warrant a penalty" provides a driver with no way to notify course workers or officials that a cone is displaced in a disadvantageous way and can, significantly and negatively, impact that driver. The goal of dissuading drivers from "hutning" for displaced cones is admirable and warranted, but the final sentence, "Conducted deemed to be 'hunting'..." is sufficient to prevent and penalize such behavior. Any remaining benefit from "enough to warrant a penalty" is outweighed by the negative impact on honest and clean drivers who merely wish to drive the course as it was designed, walked, and driven by other competitors.
The rule should be rewritten as follows:
"For a rerun to be granted for a downed or displaced pylon, a driver must briefly and safely stop, pointing to the pylon in question. Conduct deemed to be 'hunting' for slightly displaced pylons will be subject to penalty."
