Amend how congressional pay is determined!
The Issue
Article I, section 6 of the constitution states: “The Senators, and Representatives shall receive a compensation for their services, to be ascertained by law, and paid out of the treasury of the United States.” This places the power of setting congressional wage on the legislative branch itself via proposal of a bill, or joint resolution. Relying on a presidential veto as a check to the power.
However there have been instances in the past when congress has proposed major salary increases for both themselves, and the president in the same bill. Like the “salary grab act” of 1855. Congress having the ability to directly incentivize the president, while requesting a raise for themselves. Creating corrupt conflicts of interests that have led to an egregiously high congressional wage making the veto an unfit check to balance this power.
I recognize an alluring congressional wage is required to attract the countries best, and brightest to create our legislation. I also understand that not only does a wage too large create a financial appeal that attracts people with intentions other than serving the public, but also creates such a gap in the quality of life between the legislator, and the average American that it stops the legislator from accurately representing the people that elected them.
For a healthy, but fair congressional salary to be introduced that would attract driven individuals, keep away those seeking power only for the betterment of themselves, allow legislators to more accurately represent the people, and for the wage to be determined by an unbiased fluctuating statistic that has the potential to rise without the need of congress proposing a raise for themselves I am suggesting the following amendment be made:
“As government must only be a position of public service, and not financial enrichment every member of congress shall henceforth, and in perpetuity receive no more compensation in any form, from any source during the tenure of their term other than a yearly salary equal to fifty percent more than the annual median income of the average citizen in the state that they represent paid out of the treasury of the United States.”
