Amend Bloomfield NJ Sewer Fee Ordinance for Senior Support
The Issue
THIS SEWER FEE HITS SENIORS VERY HARD: The ordinance passed by the Bloomfield, NJ Town Council on June 22, 2026, has shifted sewer costs from property taxes to a utility fee, impacting approximately 7,300 senior residents negatively. Unlike property taxes, which had a cap, this sewer fee lacks such protection and is projected to rise significantly over time. This poses a substantial financial burden on seniors, many of whom are on fixed incomes and are particularly susceptible to financial pressures.
HOW OTHER TOWNS DID IT: Bloomfield's policy contrasts sharply with the approach of many other municipalities in New Jersey. Almost all municipalities in the state that have imposed sewer fees have implemented financial relief measures specifically for seniors, ensuring they are not disproportionately affected by the rising costs of essential services. It is both unfair and unsustainable to allow Bloomfield's seniors to shoulder this unchecked financial burden without support. Examples: West Orange provides a 25% discount on township sewer bills for senior citizens, disabled persons, Township of Morris charges a reduced flat rate of $200 per year for qualifying seniors, Cherry Hill: Income-qualified seniors (and disabled residents) are entitled to total exemptions from the township sewer rental fee.
WHAT WE PROPOSE: We propose that Bloomfield Town Council urgently consider implementing a discount or freeze on sewer fees for senior citizens. This would align our community with the practices of other New Jersey municipalities and provide necessary financial relief to vulnerable senior residents. By amending this ordinance in favor of seniors, Bloomfield will demonstrate its commitment to the well-being of its elderly population and maintain its reputation as a compassionate and supportive community.
