Allow Year-Round Dog Access at Chalkwell Beach – A Safe, Designated Area for All
The Issue
Southend’s seafront is a valued space enjoyed by residents, visitors, and families throughout the year.
However, current seasonal restrictions mean that responsible dog owners are unable to access the beach for a significant portion of time.
We are calling on the council to introduce a clearly designated section of beach where dogs are permitted all year round, allowing for safe and respectful shared use of the seafront.
We recognise the importance of maintaining cleanliness, safety, and enjoyment for all beach users.
This proposal supports those priorities by suggesting a managed and controlled approach, rather than unrestricted access.
We propose that the Chalkwell end of the beach be considered as a suitable location.
This area offers:
A slightly quieter setting compared to central seafront locations
Convenient nearby parking, making it accessible for dog owners
Existing use by local residents, including dog walkers, particularly outside peak times.
By introducing a designated area here, the council would be able to better regulate dog activity, reducing the likelihood of conflict and ensuring higher standards are maintained.
To support this, we propose:
A clearly signposted, designated zone, away from the busiest family areas
Seasonal or time-based lead rules, such as requiring dogs to be on leads during peak summer months
Continued promotion and enforcement of responsible dog ownership, including waste disposal and existing fines
Use of appropriate waste bins and signage to maintain cleanliness and clarity for all users
This approach would help address common concerns such as dog fouling, safety, and overcrowding, while still allowing dog owners access to outdoor spaces that support wellbeing and responsible exercise.
Many coastal areas across the UK have successfully introduced similar schemes, demonstrating that a balanced approach can work effectively for everyone.
A designated, year-round dog-friendly section would:
Promote responsible and regulated use of the beach
Reduce conflict between different groups of beach users
Support the wellbeing of local residents and their pets
Contribute positively to the local community and economy
We ask Southend-on-Sea City Council to consider this proposal and engage with the community to identify and implement a suitable designated area.
