Allow the Range permission at Penmar Golf Course
The Issue
Since the COVID-19 pandemic, the sport of golf has exploded. This new influx of golfers has created challenges for individuals to find tee times and practice facilities. Children, youth, and those that lack leisure time during normal business hours suffer the most from these challenges. Weekend tee times are in high demand and short supply, preventing some from even participating in the sport. The Range at Penmar would be a step toward equitability in the sport of golf in Los Angeles’ 11th district. With this indoor/outdoor practice and play facility we can demonstrate the possibility of making golf accessible to the underprivileged in Los Angeles. This facility would serve as an example for all city courses, of how to bring equitability to the sport of golf through accessibility, affordability, and time efficiency. The Range would be a privately funded and managed, public use facility whose revenue would be used to pay for the building of the facility, pay the staff to run the facility, fund youth scholarships, and bring passive revenue to the city of Los Angeles.
