Allow Monkeys to be legal in Yuma az

Allow Monkeys to be legal in Yuma az
The Issue
!NOT ALL PRIMATES! (Chimpanzees, gorillas, orangutans, and other big primates. There will be certain types of primates allowed .)
They should not be taken care by the immature.
I know this petition might be weird, but Please read:
I don't believe monkeys should be considered as "pets" I believe they should be seen as us although they might not look like us, or act like us, they could still be apart of us. We should NOT take them away from their mothers, but take them in if they have lost their mother or if their mother is sick, if they have been abandoned by them or hurt by them. We could take care of them properly and make sure they are loved. They are not toys to be played with, to be messed with, etc.
This comes with restraints tho, Not everyone deserves the right to have a monkey. They're the type of people to let them starve, to hurt them, and to make their lives hell. And This petition is not what its trying to do. Its trying to allow the people who will dedicate their lives and time into taking care of them, to show them loves, to let them explore and have a great bond with them. Not to keep them in some cage and limit the space they have. Treat them like they're your own child, treat them with kindness and respect.
Lastly the qualifications to be ALLOWED to take care of a monkey
・3-5 years of training (aka helping/ volunteering at a local zoo) the closest one to yuma is Phoenix.
・after you're training you'll be able to receive a license and certified certificate by the city
・must be 14 and up. If you're 18 and lower must have a parent sign a qualification to able to take care. And will have 2-3 month check ups to make sure the monkey is in safe care and is being treated properly and with care.
・If anyone that has any possession of any drugs or alcohol and currently is taking care of a monkey will have the monkey immediately taken away and will have to do rehabilitation and will have their license and certificate invalidated meaning they won't be able to take care of any monkeys. And the monkey will be taken to a safe place and be checked up on for safety procedures in case if anything might've happened.
These are the qualifications for now.
