Allow Medical Cannabis Patients and Caregivers in Maryland to Grow Their Own Medicine
The Issue
We, the undersigned residents of Maryland, urge the General Assembly to adopt the following compassionate and reasonable amendments to the state’s medical cannabis laws:
🪴 Proposed Changes
Patient Cultivation Rights:
Permit one registered medical cannabis patient to cultivate up to six (6) mature flowering female plants.
Allow households with two (2) registered medical patients to cultivate up to six (6) plants in flower and six (6) in vegetative state, with a clear limit of 12 plants total under cultivation at any one time.
Alternatively, implement a square footage-based grow limit per household (e.g., 100–150 sq. ft of canopy), which allows flexibility for patient needs and grow styles while still enforcing a cap.
Caregiver Cultivation Provisions:
Allow state-registered caregivers to cultivate medical cannabis on behalf of the patients they serve.
This provides access to medical cannabis for patients who cannot grow at home, including:
Differently abled individuals
Patients living in shared housing, apartments with restrictions, or in environments with children or safety concerns
Patients without the physical ability, space, or privacy to safely cultivate cannabis themselves
💡 Why This Matters
Improved Access: Not all patients can afford dispensary prices or live in conditions that allow them to grow their own medicine.
Equity: Cannabis medicine should be available equitably. Caregivers help bridge the gap for vulnerable populations.
Sustainability and Control: Patients deserve the right to control how their medicine is grown, including organic practices and strain choice.

Draft and support legislation allowing the above cultivation rights
Work with stakeholders—including patients, caregivers, and advocacy organizations—to ensure these changes meet the needs of the community
