Allow Local Family Owned EasyrideZ Scooter Rentals to Continue Operating in Public Spaces
The Issue
For the last 3 years, EasyrideZ LLC has focused on providing rides in Tempe, Mesa, and Scottsdale. We offer a different dynamic to the E-scooter rental scene... a 4-wheeled mobility scooter with a child's seat and that is limited to 8.5mph. My husband and I (pictured here at Tempe Beach Park on our wedding day) hit our local parks with a pickup truck and a few scooters in a mobile "on-demand" fashion, and often park weekend evenings where people gather to enjoy riding with other scooter companies as well. We simply provide a safe alternative to an existing industry within our cities and parks. Almost anyone can ride our product in confidence; regardless of physical challenges.
Now, after successfully catering to our community with a ZERO INCIDENT rate for the third year in a row, we have received a cease and desist in all parks and public open spaces from the Parks/Recs Department of Tempe, AZ. This is due to my use of keys to operate my scooters instead of an IOT/App system, and regardless of the fact that I use a website to avoid all in-person transactions (as previously agreed upon by City Engineering, Parks and Recs Departments, and myself). I originally formatted my company based on City/Park regulations, and did not begin operations until approved by said Departments. I have been nothing but eager to abide by their requirements, and yet they have not named a permit they are willing to assign me. Now, after all this time, they claim our agreement was a "misunderstanding" and are unwilling to allow me to continue without a permit.
I'd like to note that there are some really great people in our city offices who have been doing what they can to help. However, their hands are tied by the system as a whole.
EasyrideZ has currently been unable to offer our public services in Tempe for 9 weeks. I have been patiently visiting every City office for the entirety of this hold... yet have gotten nowhere. Parks Department has simply sent me back to Transportation Department for an $8,814.86/yr + $1.18/per/scoot/per/day SATV permit, which (as I already understood from prior interactions), I don't qualify for because I'm not app operated! The only other option offered limits me to renting from private property, which is not where people are enjoying other scooter companies.
We are a local family. Both my son and I were born in Tempe St. Lukes hospital. We live in a Tempe home that my grandparents owned for nearly 40 years. I myself am physically disabled, and started this mobility company as a way to stay off of disability plus give back to my community. I don't understand why we are being punished; meanwhile huge international scooter companies have been in our parks and communities with debatable consequences for years.
My family finances are depleting rapidly.... My only wish is to provide for my family by my own means. I am taking this issue to City Council in hopes of arriving at an agreement on a permit or arrangement such as the other scooter companies have been granted.
Please help me show our city that our community still cares about small businesses!
