Current regulations only permit animals in enclosed carriers or certified service animals. This policy is impractical and discriminatory against those who cannot afford the high costs of formal service dog training. According to Assistance Dogs International, training a service dog can cost upwards of $25,000. For low-income individuals, this is an insurmountable cost.
Other cities have successfully implemented policies that accommodate leashed and muzzled animals on public transportation, including Dallas, San Francisco, and Portland. These cities have shown that with the right guidelines, public safety and accessibility can coexist. For instance, requiring muzzles and leashes can ensure safety and cleanliness, addressing concerns from other passengers.
Expanding the policy to allow leashed and muzzled dogs and ESAs on the SacRT Light Rail could dramatically improve the lives of many. Consider Jane, a Sacramento resident who struggles with anxiety.
