The Issue

To Axon Enterprise Leadership:

We respectfully ask Axon Enterprise to establish a program that allows qualified individual private Security Officers to personally purchase, activate, register, and maintain Axon body-worn cameras and Axon Evidence services in their own name, independently of their employer or security company.

Axon already provides body-worn camera solutions to private security organizations. However, this petition addresses a different issue: access for the individual Security Officer.

Many Security Officers work for companies that are unwilling or unable to establish an Axon account, purchase cameras for employees, or commit to an organization-wide deployment. As a result, an officer who is willing to purchase an Axon camera and pay for the necessary services personally may still be unable to properly activate, register, and maintain that equipment.

We are asking Axon to create a legitimate pathway for the individual officer to become the Axon customer.

Under such a program, the officer—not the employer—would purchase and maintain the equipment, Axon account, and associated subscription.

Why Access to Professional-Grade Equipment Matters

Security Officers may rely on body-worn cameras during serious incidents involving threats, violence, medical emergencies, use of force, criminal activity, disputed allegations, or law-enforcement involvement.

In those situations, reliability matters.

Many officers currently rely on consumer-grade or lower-cost body cameras because professional systems are not readily available to them as individuals. While those products can serve a purpose, security professionals who are willing to invest in better equipment should have access to the reliability, durability, evidence security, software support, and professional functionality offered by systems such as Axon.

A camera failure, corrupted recording, missed activation, or inability to properly access important evidence can have serious consequences.

For many officers, this is not simply about wanting an Axon camera. It is about having access to reliable, professional-grade equipment and an established evidence-management system that can be depended upon when an important incident occurs.

Why Individual Access Is Important

Not every security company is willing to invest in an Axon deployment.

Some employers may be too small to justify an organization-wide system. Others may not want the additional expense or administrative responsibility. Officers may also change employers while continuing to work professionally within the security industry.

Access to professional body-worn camera technology should not depend entirely on whether an officer's current employer chooses to participate.

A qualified officer who is willing to purchase the equipment, maintain the required subscription, and comply with Axon's requirements should have a legitimate way to do so independently.

What We Are Asking Axon to Create

We ask Axon Enterprise to establish an Individual Security Officer Program that allows verified security professionals to open and maintain their own professional Axon account.

Axon could reasonably require applicants to provide:

  1. A valid state security license, registration, commission, guard card, or other applicable professional credential where required.
  2. Proof of current employment or professional activity within the private security industry.
  3. Government-issued identification.
  4. Agreement to Axon's terms of service and evidence-management requirements.
  5. Payment for an appropriate individual Axon Evidence subscription or service plan.
  6. Compliance with applicable federal, state, and local laws governing recording and body-worn camera use.

Once approved, the individual officer should be permitted to personally purchase, activate, register, and maintain compatible Axon body-worn cameras and related equipment.

The Account Should Belong to the Officer

A central purpose of this proposal is to make the program independent of the officer's employer.

Provided the officer continues to meet Axon's eligibility requirements, their personally purchased equipment, professional Axon account, and subscription should remain with them even if they change employers.

An employer could still establish its own policies regarding personally owned equipment or require company-issued cameras while working a particular assignment. This proposal would not interfere with an employer's authority over workplace policies.

It would simply give individual security professionals a legitimate option when their employer does not provide Axon equipment.

  1. Benefits to Axon
Creating an individual professional program could also benefit Axon Enterprise.

Private security professionals routinely purchase their own professional equipment, including uniforms, flashlights, protective equipment, radios, duty gear, and body cameras. Allowing qualified officers to purchase and maintain Axon products individually could create an additional legitimate market for:

  • Axon Body cameras
  • Axon Evidence subscriptions
  • Replacement cameras and accessories
  • Mounting and charging equipment
  • Professional support services
  • Future Axon products designed for private security

More importantly, it would allow Axon to bring these users into an official, supported, and controlled ecosystem rather than leaving individual officers to purchase used Axon cameras that may be difficult or impossible to properly activate or maintain.

This creates an opportunity for Axon to expand its professional customer base while still maintaining reasonable verification and account controls.

This Is Not a Request for Unrestricted Consumer Sales

This petition is not asking Axon to sell professional body-worn cameras without restrictions to the general public.

Axon could continue to verify professional eligibility before approving an individual account.

The distinction is simple:

The applicant should be able to qualify as an individual professional Security Officer rather than requiring a security company or other organization to become the Axon customer on their behalf.

The officer would personally purchase the equipment, maintain the subscription, and remain responsible for complying with Axon's requirements.

Our Request

We respectfully ask Axon Enterprise to create a verified program that allows qualified individual private Security Officers to personally purchase, activate, own, and maintain Axon body-worn cameras and Axon Evidence services without requiring participation, sponsorship, purchasing, or account ownership by their employer.

Security professionals who are willing to invest their own money in reliable, professional-grade accountability and evidence technology should have a legitimate pathway to do so.

The goal is simple: allow the individual Security Officer to become the Axon customer.
