Allow disabled persons to lawfully use invisible pet leashes

The Issue

Hi!

I'm  Sally and  I  am disabled.  I moved into an apartment  complex  for 55 & older in December of 22.  I have two Dachshunds; 10 and 18 pounds. I use a walker.  My 504 request to use an invisible  leash was denied  by the corporate office  because  of Iowa leash laws.  I have tried/bought 6 different leashes for walking two dogs.  All end up wrapped  around my walker wheels, walker frame and my legs or furniture and legs of fellow residents. This presents  a tripping/fall hazard!  With my invisible leash  I have control over my dogs.  With one word, "stay", my dogs return to their position  behind me.  Often they get between  my legs and stand.  They will lick my ankles or touch me with their nose to let me know they are there.  I can retrieve them  at any time in the beep or vibrate mode.  If they chase another dog I can shock them at various  intensities.  A shock feels much the same as we get from static electricity.  It is surprising  but not painful.  I use words to reinforce  them.  Stay, no bark, potty, good dog...

On August  30th the office  manager  told me I was being  evicted, because  of the dogs, when in actuality it was retaliation  because  manager  thought I  tried to get her fired.  I did not. (I'm also not getting  evicted)  But, because of that  episode  I know that now, more than ever, I  need to be able to freely  take my dogs out to potty safely with  the invisible leash system. 

My pets are 6 years old and because I  live alone they are very much an emotional  support  to me.  I love them very much and need to be able to take them out to go potty without risk of a fall.
