Allow Alabama Residents to Request Optional Titles for Antique Vehicles

The Issue

In the State of Alabama, vehicles older than 35 years are no longer issued titles. While this policy may have been intended to simplify registration, it has created significant and ongoing challenges for Alabama residents who legally own, restore, insure, buy, sell, or inherit antique and classic vehicles.

For many owners, a title is more than a formality—it is essential proof of ownership. Without a title, antique vehicle owners often face serious obstacles when attempting to obtain insurance, transfer ownership, sell vehicles out of state, resolve estate matters, or protect themselves from fraud. These issues disproportionately affect collectors, hobbyists, restorers, and families who invest time, money, and care into preserving automotive history.

We are not asking the State of Alabama to make titles mandatory for antique vehicles. Instead, we are requesting a voluntary, opt-in title option, available for a reasonable fee, for vehicles older than 35 years. This approach would preserve the current system for those who prefer it, while giving others access to documentation they need for legitimate and lawful purposes.

Many other states already offer optional titles for antique and classic vehicles, recognizing that flexibility benefits both residents and state agencies. Allowing optional titles would:

Provide clearer proof of ownership and reduce disputes
Protect buyers and sellers from fraud and uncertainty
Make insurance coverage easier to obtain
Support lawful interstate sales and transfers
Assist families with estate and inheritance processes
Strengthen Alabama’s classic car and restoration community
Classic vehicles represent more than transportation—they are part of Alabama’s cultural and mechanical heritage. Owners invest thousands of dollars and countless hours preserving these vehicles, yet the current policy leaves them vulnerable due to the absence of formal ownership documentation.

By offering optional titles for antique vehicles, Alabama can modernize its approach, protect its citizens, and support a thriving community of responsible vehicle owners—without adding unnecessary mandates or burdens.

We respectfully urge Alabama lawmakers and the Alabama Department of Revenue to consider this reasonable, optional solution. Please support this change to give Alabama residents greater choice, security, and peace of mind when owning and transferring antique vehicles.
