Allow ages 15-18 to ride scooters and mopeds in Victoria
The issue
Starting this year, I am entering the workforce, a milestone for many teenagers. Working brings newfound responsibilities, including transportation. Unfortunately, in the state of Victoria, it is currently illegal for individuals aged 15 to 18 to ride mopeds, scooters, or low-powered dirt bikes on public roads, even with a junior license or permit. This is an unfair restriction given that we can work, pay taxes, and contribute to society but cannot independently travel to our workplaces or meet up with friends.
The decision to allow young people to ride these lower-powered vehicles is a step toward autonomy. Many teenagers live in areas with limited public transport options or have jobs that are not conveniently accessible by bus or train. Mopeds and scooters offer an affordable, efficient solution, enabling us to get to our jobs, schools, and social engagements autonomously.
Countries such as Italy and France have successfully implemented similar regulations, allowing teenagers to ride mopeds and scooters at a young age with the appropriate safety measures in place. These measures include mandatory training courses and testing, which ensure young riders are knowledgeable and responsible on the road.
Granting 15 to 18-year-olds the ability to ride mopeds, scooters, and low-powered dirt bikes on public roads would align with progressive transportation policies seen internationally. Establishing a junior license or permit program specific to these vehicles, complete with safety courses and examinations, would mitigate potential risks and promote road safety among young drivers.
We urge the Victoria government to reconsider the current legislation and provide young people with the freedom and autonomy to travel independently. Lower-powered vehicles represent a practical and environmentally friendly transportation option, making them ideal for younger drivers who are just starting out.
