Many people and businesses are already experiencing financial difficulties as a result of the measures needed to combat the coronovirus pandemic. These will get worse. There is a huge amount of money sitting in 'offshore' bank accounts. Governments and transnational agencies should repatriate this money and redistribute it.

I suggest simply sharing the money equally.
