The U.S. needs to pass a law in all states that requires all animals to be spade and neutered whether in homes or in shelters until all shelters have better control of the over population that our country is facing.  These animals deserve good loving homes and this is the only way to stop the overpopulation.  Make it mandatory to purchase special license to breed in any state. All animals need to be registered state wide to receive veterinary services. This is the only way to guarantee registration of all animals. We need to become human again and learn compassion and love.
