Just a reminder that the bad planning to destroy Ruby Meadow started a long time ago!! This letter to the editor from 2009 is not the earliest public comment about Ruby Meadow but is significant and interesting in that it gives first-hand observations of what was happening to Ruby Meadow in November 2009.

In December 2009, the tenant class action lawsuit was settled against Caltrans and the City of Hayward, clearing the way for the 238 freeway's official cancellation and "disposal" of the properties taken for the purposes of a freeway 50 years earlier. Tenants were misled and didn't understand that a "settlement" is not a "judgement". One bad plan just led to another.
