The Issue



Many Canadians who want to work full-time are restricted to part-time hours, sometimes scheduled for shifts as short as 3–3.5 hours. In many cases, workers are required to maintain fully open availability in all cases, even if they cannot commit to all hours, leaving them without stable income or predictability.

Problematic Practices
Workers report:

Hiring primarily for part-time positions even when work is ongoing
Extremely short shifts that don’t fairly compensate commuting and preparation time
Mandatory unpaid breaks that reduce paid hours, e.g., a 5.5-hour shift with a 30-minute lunch
Forcing workers to juggle multiple part-time jobs, often with conflicting schedules, causing stress, missed shifts, or even terminations
Reducing hours or penalizing workers for setting reasonable availability boundaries
Scheduling that prevents employees from attaining full-time status
These practices create financial stress, instability, and long-term insecurity, forcing workers to spend excessive hours commuting between jobs just to reach basic full-time income.

Our Request
We call for federal labour reform to ensure:

Fair access to full-time employment for those who are available and qualified, without artificial barriers
Protection from retaliation for setting reasonable availability boundaries
Fair scheduling standards and transparency in hiring
Why It Matters
Stable employment strengthens families, communities, and the Canadian economy. Workers willing to work full-time deserve a fair opportunity to earn a living without being forced to juggle multiple conflicting part-time schedules.
