Address the encampment and trespass issues in Fremont

The Issue

We, the neighbors of Thornton Ave / Oak Street/ Fremont Blvd, request immediate, sustained action from the City to remove and secure 4167 Thornton Ave and address trespassing at a vacant Maple St.

We are neighbors and property owners in the Thornton Avenue / Oak Street '/ Fremont Boulevard area of Fremont. The vacant lot at 4167 Thornton Avenue has been the site of a recurring homeless encampment that was temporarily cleared in December 2025 but has repeatedly re-established. On January 3, 2026 an individual identifying himself as “Hector” entered the vacant home at Maple Street; the property owner reported the trespass to the Fremont Police Department.

Despite working with Kevin Harrison in Code Enforcement and initial cleanups, decisive and sustained measures have not been implemented, and activity on the lot is increasing. This presents growing public-safety, health, and property-security concerns for our neighborhood.

We respectfully request the City Council, Code Enforcement, Police Department, and outreach services to take immediate, sustained action that includes:

  • A full cleanup and hazardous-waste removal at 4167 Thornton Ave, and a plan to prevent re-encampment
  • Increased interim police patrols and pursuit of trespass enforcement where appropriate
    Assistance and direction for securing vacant properties.
  • Regular follow-up inspections and a clear point of contact and timeline for neighbors
    Coordinated outreach and services to address the needs of those encamped.

I am sorry to hear about this disturbing situation in your neighborhood. Good to hear you are working with Code Enforcement. Since this is an active case, there are guidelines.
