Address recurring odour from Ingleburn Poultry Farm
The issue
To: The Mayor and Councillors
Campbelltown City Council
Petitioners
We, the undersigned current residents of Oxford Gardens and surrounding residential areas, respectfully petition Campbelltown City Council to urgently investigate and address the recurring strong odour associated with the Cordina Ingleburn poultry farm and its ongoing impact on our community.
The ongoing odour problem
Residents are experiencing a strong and unpleasant poultry-related odour on a frequent basis, often approximately 3–4 times per week.
The odour commonly begins at around 7:00 pm in the evening and can continue throughout the night and, on some occasions, into the following morning.
This has become a recurring issue for residents rather than an isolated or occasional occurrence.
Impact on current residents
The odour is having a significant impact on the everyday lives of people who currently live in Oxford Gardens.
When the odour occurs, residents are frequently forced to:
Close all windows and doors to prevent the odour entering their homes.
Remain indoors rather than enjoying their gardens and outdoor areas.
Avoid having family meals or activities outside.
Stop using their backyards during affected periods.
Tolerate the odour for many hours, including overnight.
Deal with discomfort that residents describe as making breathing difficult or uncomfortable.
For families who have made Oxford Gardens their home, it is extremely frustrating to be unable to freely open windows or enjoy their own outdoor spaces because of a strong external odour.
The issue is particularly disruptive because it frequently occurs during the evening, when residents would normally be relaxing at home, spending time with their families or enjoying their gardens.
Frequency and duration
Residents report that the odour occurs approximately 3–4 times per week, often starting around 7:00 pm and sometimes continuing until the morning.
We ask Council to investigate the frequency, duration and intensity of these odour events rather than treating individual complaints as isolated incidents.
The cumulative effect of experiencing the odour repeatedly over weeks and months is having a substantial impact on the residential amenity of our community.
Concerns regarding residential development
Oxford Gardens is a growing residential community, and residents are concerned that the impact of the existing poultry operation on residential amenity may not have been adequately addressed as residential development has expanded.
In particular, residents question whether sufficient consideration was given to the existing poultry farm and its potential odour impacts when Caledonia Estate was approved and developed.
However, our primary concern is the impact that current residents are experiencing today.
We are asking Council to address the existing problem and work towards a practical solution for the residents who are already living in the community.
What we are asking Campbelltown City Council to do
We respectfully request that Campbelltown City Council:
Urgently investigate the recurring poultry farm odour affecting Oxford Gardens residents.
Conduct appropriate odour monitoring, particularly during the evening and overnight periods when the problem is frequently experienced.
Investigate the reported frequency of approximately 3–4 odour events per week.
Assess the duration and intensity of the odour events.
Review the relevant development consent conditions and environmental requirements applying to the poultry farm.
Determine whether the current poultry farming operations are complying with all applicable conditions and requirements.
Investigate whether additional measures can be implemented to reduce the impact of the odour on surrounding residents.
Establish an effective process for residents to report and document odour incidents so that the scale of the problem can be properly assessed.
Meet with affected residents to understand the ongoing impact on the community.
Provide residents with a clear written response outlining Council's findings and proposed actions.
Engage with specialist environmental engineers, in consultation with Cordina Poultry Farm and affected residents, to explore sustainable solutions capable of eliminating or substantially reducing the persistent odour.
Our homes and quality of life
We recognise that the poultry farm is an established operation and that agricultural businesses have an important role in the local area.
However, the continued expansion of residential communities means that a growing number of families are living in close proximity to the operation.
Residents should be able to open their windows, breathe comfortably, use their backyards and enjoy their homes without repeatedly being affected by a strong and persistent poultry odour.
We are therefore asking Campbelltown City Council and Cordina Poultry Farm to engage with specialist environmental engineers to explore sustainable solutions that will eliminate this persistent odour.
We respectfully request meaningful action to reduce the frequency and impact of the odour and improve the residential amenity of our community. _______
