The Issue

Add your individual, family and or business name to this petition to demonstrate widespread support for the performing arts center project currently underway in Spokane Valley! 

The project has the opportunity to be completed through a municipal bond, per backing by the Spokane Valley City Council. Recently, an independent financial analysis was conducted on the project by Baker Tilly - a top 10 global advisory, tax and assurance firm. Report findings were exceptionally favorable and proved the organization can make the payments on the lease bond.

To demonstrate the widespread community enthusiasm and convince the city council of the center's necessity, we urge fellow community members and local businesses to join us in supporting this cause. Let’s gather as many signatures as possible to show the city council that our community stands united in its desire for a thriving arts scene and tourism for local businesses.

MORE PROJECT INFORMATION:

A world-class performing arts center is underway in Spokane Valley, WA. The Idaho Central Spokane Valley Performing Arts Center is 19% complete with land purchased, utilities installed, 90% of concrete work complete and all custom steel and stone facade materials on-site. To date, the building has been paid for IN CASH and the organization carries no debt.

Due to skyrocketing construction and labor costs swelled by the pandemic, the performing arts center project nearly doubled in price (with no change in design or scope). ICSVPAC leadership then took measures to halt construction, raise additional funds, scale back the building into phases and explore non-traditional financing options.

The path forward to complete this regional legacy project is through a municipal bond with the City of Spokane Valley. Municipal bonds offer significantly lower interest rates, ensuring the facility's long-term operational success. Comparable projects on the national level, such as Sandy, Utah's Hale Centre Theatre, provide exceptional case studies for the success of such a facility (the Utah facility paid off their municipal bond 17 years early in December 2025 due to the center's remarkable success).

The award-winning Spokane Valley Summer Theatre (SVST) will be the primary tenant of ICSVPAC as the resident producing company. SVST has produced regionally beloved productions over the last decade and grown its operating budget by an astounding 400% since its inception in 2016. SVST Conservatory camps and classes (youth theatre education for Grades 2-12) also consistently operate at full capacity, further demonstrating community demand.

ICSVPAC will also provide substantial rental opportunities for community use such as dance companies, private school theatre programs, weddings and more.
