Add a pedestrian crosswalk on Hammett Road (SR-522)

The Issue

We, the residents of River Downs I and River Downs II in unincorporated Greenville County, South Carolina, are requesting that SCDOT install a marked pedestrian crosswalk on Hammett Road (State Road 522) at the crossing point between our two neighborhoods (Hackney Rd). 

WHY THIS CROSSWALK IS NEEDED
Hammett Road is a winding road that seperates River Downs I and River Downs II. Residents regularly walk, run, and bike between the two neighborhoods — but there is currently no designated crossing. The road's curves significantly limit driver sight lines, and vehicles travel at speeds that make crossing on foot dangerous. Children, elderly residents, runners, and cyclists cross an unsafe stretch of road with no warning to drivers and no protected space to cross. 

A pedestrian crosswalk at this location would:
• Warn drivers that pedestrians regularly cross at this point
• Encourage drivers to slow down and drive at or below the posted speed limit
• Provide a designated, visible crossing location
• Connect two neighboring communities safely

We are asking SCDOT to move forward with the installation of a marked crosswalk that includes a flashing, pedestrian powered beacon and secondary signage on SR-522 / Hammett Road. Please sign and share this petition to show SCDOT that our community takes pedestrian safety seriously.

In my role as a state legislator, once I was aware of this request, I contacted the Legislative Liaison for SCDOT who put me in touch with the Upstate DOT coordinator. He and I have emailed and talked regarding this proposition from the residents. Below is my request to him and he has put the wheels in motion to study this issue. Many thanks to Katy Rebernak who has done the lion’s share of work on this issue. "My constituents are seeking a pedestrian crosswalk on State Rd 522 (Hammett Rd) at the intersection of E. Hackney and W. Hackney where the road separates two residential neighborhoods, River Downs I and River Downs II. The request includes: • A marked high-visibility pedestrian crosswalk (ladder-style striping) at the crossing point between River Downs I and River Downs II on SR-522 • A solar-powered Rapid Flashing Beacon (RRFB) that is pedestrian-activated on both sides of the crosswalk, requiring no electrical infrastructure. • Advance pedestrian warning signs placed on both sides of the curve before the crossing, giving drivers maximum reaction time given Hammett Road’s limited sight lines • A traffic and speed engineering study of SR-522 to document current vehicle speeds and assess whether a speed limit reduction below 30 mph is warranted, which would in turn open eligibility for additional traffic calming measures. The Safety Problem on Hammett Road Hammett Road (SR-522) is a winding, two-lane state road separating residential neighborhoods. Despite a posted speed limit of 30 mph, many drivers travel well above this limit. The road’s curves create limited sight lines, meaning that drivers have little time to react to pedestrians crossing. Residents walk, run, and bike between the two communities regularly, yet there is no designated safe crossing point. This is not a theoretical concern. Residents regularly witness vehicles losing control on the curves of Hammett Road, and there have been numerous accidents and even fatalities. Attached is a recent picture of a vehicle that lost control around a curve and pushed a boulder into the requested crosswalk location. The request for Hammett Road safety is not new. Over the last 30 years, residents have inquired about speed humps, stop signs, traffic lights, and a reduced speed limit. Due to past limitations, this request is focused on the most immediate improvements to protect the safety of residents.
