The Issue

 We are demanding immediate accountability, transparency, and decisive action regarding the conduct of Arkansas State Police Trooper Moisses Arellano during the traffic stop and arrest of 18-year-old Alisa Hackett.

The actions captured during this incident have generated widespread public concern and serious questions about the use of force, professional conduct, and accountability within the Arkansas State Police. Trooper Arellano employed excessive force against Ms. Hackett that included a body slam and a closed-fist strike to her face while she was on the ground. Such actions,  represent a continued profound breach of public trust and raise grave concerns regarding excessive force, abuse of authority, and the treatment of Black citizens during law enforcement encounters.

African American people deserve law enforcement agencies that uphold the highest standards of professionalism, restraint, integrity, and respect for constitutional and civil rights. The public cannot have confidence in a system that fails to respond swiftly and transparently when credible allegations of excessive force are brought forward.

This incident is not simply about one arrest. It is about whether Arkansas will demonstrate a genuine commitment to accountability when law enforcement misconduct occurs. It is about whether all citizens, regardless of race, age, or background, are entitled to equal protection, dignity, and justice under the law.

Additionally, concerns have been raised regarding whether this incident may reflect a broader pattern of conduct that warrants comprehensive review. Any history of use-of-force incidents, citizen complaints, disciplinary actions, or other allegations involving Trooper Arellano should be thoroughly examined by both Arkansas State Police officials and independent oversight authorities. The public has a right to know whether warning signs existed and whether appropriate corrective actions were previously taken.

Therefore, we demand the following actions:

1. Immediate Removal from Active Duty
Trooper Moisses Arellano must be immediately removed from active duty and placed on administrative leave pending the completion of all internal, criminal, and independent investigations. Maintaining public trust requires ensuring that officers under serious investigation are not permitted to continue exercising law enforcement authority until the facts are fully reviewed.

2. Independent and Comprehensive Investigation
A complete, transparent, and independent investigation must be conducted into every aspect of the traffic stop, arrest, detention, and use of force involving Alisa Hackett. This investigation should be conducted by an entity separate from Trooper Arellano's chain of command to ensure impartiality and public confidence in the outcome.

3. Full Public Transparency
All body-camera footage, dash-camera footage, incident reports, witness statements, use-of-force reports, and investigative findings should be released to the fullest extent permitted by law. The public deserves access to the facts, and transparency is essential to restoring confidence in the investigative process.

4. Review of Professional Conduct History
Arkansas State Police must conduct a thorough review of Trooper Arellano's professional record, including but not limited to prior use-of-force incidents, citizen complaints, internal investigations, disciplinary actions, performance evaluations, and any other relevant records that may indicate a pattern of concerning conduct.

5. Appropriate Discipline, Including Termination
If any investigation determines that Trooper Arellano violated department policies, professional standards, state law, constitutional protections, or civil rights protections, Arkansas State Police must pursue the maximum disciplinary measures available, including termination of employment and referral for criminal prosecution where appropriate.

6. Public Explanation and Corrective Action Plan
Arkansas State Police leadership must publicly explain how this incident occurred, whether policies or training failures contributed to the outcome, and what specific corrective measures will be implemented to prevent similar incidents in the future. Accountability requires more than investigation; it requires meaningful reform.

7. Review of Use-of-Force Policies and Training
Arkansas State Police should conduct a comprehensive evaluation of current use-of-force policies, de-escalation procedures, supervisory oversight practices, and officer training programs to determine whether reforms are necessary to better protect the rights and safety of the public.

8. Commitment to Civil Rights Protections
Arkansas officials must reaffirm their commitment to ensuring that all residents are treated fairly, equally, and without discrimination. The people of Arkansas deserve assurance that allegations involving excessive force, particularly those raising concerns about racial disparities, will be addressed with seriousness, integrity, and urgency.

The public's trust in law enforcement depends upon accountability. Justice requires that allegations of misconduct be investigated thoroughly, independently, and without bias. Silence, delay, or half-measures will only deepen public concern and further erode confidence in the institutions responsible for protecting our communities.

We stand with Alisa Hackett and demand justice, accountability, transparency, and meaningful reform. We call on Arkansas State Police leadership, the Arkansas State Police Commission, and elected officials throughout Arkansas to take immediate action and demonstrate that no officer is above the law and that every citizen's rights and dignity will be protected.
