Accountability for Killin: Demand Action from Certas Energy

The Issue

On February 20, 2026, the village of Killin was declared a major incident zone after fuel from the Certas Energy site at Lix Toll entered the River Dochart. This has poisoned our drinking water, threatened the fragile biodiversity of Loch Tay, and severely impacted the health and livelihoods of our community.

We demand immediate accountability From Certas energy regarding the catastrophic fuel leak from their Gulf Lix Toll site.

This incident has resulted in the direct contamination of the River Dochart and the subsequent failure of the local water treatment plant, leaving over 500 homes and businesses without safe drinking water. While we acknowledge Certas Energy claims of attempted theft, we hold Certas Energy responsible for the failure of site security and the lack of secondary containment measures that allowed such a significant volume of diesel to enter a sensitive watercourse. 

Under The Water Environment (Controlled Activities) (Scotland) Regulations 2011, it is a breach of law to allow pollutants to enter the water environment. Furthermore, under the Environmental Liability (Scotland) Regulations 2009, Certas energy are legally obligated to take all necessary steps to prevent further damage and to pay for the full remediation of the affected ecosystem.

Our Demands:

Hold Certas Energy Legally Accountable: We call on SEPA to prosecute to the fullest extent of the Water Environment and Water Services (Scotland) Act 2003.

Immediate Infrastructure Audit: A mandatory safety audit of all Certas Energy fuel storage sites near Scottish watercourses.

Full Transparency: Publication of the internal investigation into why containment systems failed to stop the spill from reaching the river.

Compensation: Immediate financial redress for all of the killin community.
