The Issue

I recently moved to Punjab and have been witnessing a concerning issue that affects us all: stubble burning. Almost daily, I see 2-3 fields where stubble is set on fire, releasing black, deadly smoke that permeates the area. This smoke irritates my eyes and nose and sometimes causes serious coughing episodes. When I discussed this issue with a local farmer, he explained that the government does not offer adequate compensation for stubble, and that burning the residue also enhances soil fertility. While his point has scientific backing, it's crucial for the government to step in and address this matter. Even after strict rules and regulations against stubble burning judicially, the ground implementation is zero. 95% of farmers burn stubble without any fear of law.

Stubble burning is prevalent in North India and poses a significant environmental and health risk. According to various studies, the smoke from these fires contributes to severe air pollution, impacting millions of lives across the region. The World Health Organization has long highlighted the health hazards of air pollution, which can lead to respiratory diseases, cardiovascular problems, and even premature death. The practice also exacerbates the already alarming levels of pollution in cities like Delhi, where air quality often reaches hazardous levels, affecting both residents and visitors negatively.

Despite awareness campaigns highlighting these dangers, many farmers continue this practice due to economic limitations and a lack of viable alternatives. It's essential to understand that awareness alone is insufficient for these farmers, many of whom are bound by tradition and economic constraints. They require actionable solutions that do not compromise their livelihoods.

To effectively mitigate this issue, the government must take urgent and concrete steps. Firstly, buying stubble from farmers at a fair and genuine price would provide an immediate economic incentive to discontinue burning. Alternatively, the government could implement programs that offer other sustainable methods for stubble management, such as subsidizing machinery for in-situ management or providing training and resources for composting and mulching.

Addressing this issue requires collaboration between government agencies, local authorities, environmental organizations, and the farming community. By acting now, we can ensure cleaner air and a healthier environment for future generations.
