Many political leaders have for years seen the futility of a powerless BOE. Here are a few of the recent bills:


ACA 11 (Ting):  Abolishes the State Board of Equalization and instead requires the Legislature to create a state tax agency by statute for purposes of carrying out those powers, duties, and responsibilities previously vested in the State Board of Equalization by the California Constitution and by statute. 


ACA 2: (Nazarian) 2020:  Eliminates the Board of Equalization and transfers its powers, duties, and responsibilities to California Department of Tax and Fee Administration and the Office of Tax, Appeals.


AB 576: (Nazarian) 2020:  Transfers the remaining powers, duties, and responsibilities of the Board of Equalization to the California Department of Tax and Fee Administration. Transfers the appellate functions to the Office of Tax Appeals.


AB 102 (Ting), The Taxpayer Transparency and Fairness Act of 2017, Chaptered June 2017:  To address inappropriate interventions by board members in administrative and appeal-related activities and attempts by board members to influence the audits, investigations, and collections activities of the board’s civil service employees the Legislature found it necessary to strip most of the duties from the Board of Equalization and transfer the responsibilities to the California Department of Tax and Fee Administration and the Office of Tax Appeals.  

Californians cannot afford to continue to indulge ineffective politicians at a cost to taxpayers of millions of dollars a year.
