Abolish Standard Time in Favor of Permanent Daylight Saving Time in Manitoba

The Issue

We, the undersigned, respectfully urge policymakers to eliminate the outdated practice of bi-annual clock changes and adopt Daylight Saving Time (DST) year-round. The current system, which alternates between Standard Time and DST, is not only disruptive to our health and well-being but also misaligned with modern societal needs and natural light patterns—especially in cities like Winnipeg.

The Harmful Effects of Bi-Annual Time Changes
Scientific research consistently shows that shifting the clock twice a year has measurable negative impacts on public health, safety, and productivity. These include:

Increased risk of heart attacks and strokes following the spring time change.
Higher rates of traffic accidents and workplace injuries immediately after the shift.
Disruption to sleep cycles, leading to fatigue, mood disturbances, and reduced cognitive performance.
These effects are particularly pronounced in northern regions like Winnipeg, where the time change exacerbates already extreme seasonal variations in daylight.

Why Permanent Daylight Saving Time Is Superior
Daylight Saving Time better aligns our waking hours with natural daylight, especially during the colder months when sunlight is scarce. In Winnipeg, Standard Time results in sunrises as early as 4:20 AM in June and sunsets as early as 4:30 PM in December, which are poorly matched to the rhythms of modern life.

By adopting DST year-round:

Winter sunrises would occur closer to 9:00 AM, reducing the long, dark mornings that contribute to seasonal depression and low energy.
Summer sunsets would extend past 10:00 PM, allowing more time for outdoor activities, family engagement, and economic activity.
The overall distribution of daylight would be more balanced, reducing the extremes that currently affect sleep, mood, and productivity.
A Call for Modernization
The bi-annual clock change is a relic of a bygone era. In today’s world, where artificial lighting and flexible work schedules dominate, the rationale for switching between Standard and Daylight Time no longer holds.
