Abolish NEET: Restore CET for Medical Admissions

Subject: Abolish NEET as a compulsory entrance examination for medical admissions and restore state-run admission systems

Respected Authorities,

We, the undersigned citizens of Karnataka, demand the abolition of NEET for medical admissions across India and the restoration of state-run admissions, including KEA CET in Karnataka. 

Why NEET Must Be Abolished

1. NEET rewards coaching over academic performance: NEET ignores sustained school and PUC performance, laboratory work and practical understanding. It rewards access to specialised coaching, mock examinations and test-taking techniques.
2. NEET disadvantages Karnataka’s State Board majority: In 2025, about 90% of Karnataka students appearing for Class 10 exams were State Board students. NEET is based largely on NCERT content followed by CBSE schools, disadvantaging local State Board students. 
3. NEET traps children in a costly coaching race: NEET creates a parallel education system built around a coaching industry worth thousands of crores, pushing children into high-pressure preparation from a young age and places financial burden on poor and middle-class families.
4. NEET reduces opportunities for rural and disadvantaged students: Tamil Nadu’s Justice A.K. Rajan Committee found that the rural-student share in medical admissions fell from 65% in 2016-17 to 50% in 2020-21 following NEET. Similar effects have been experienced by Karnataka’s rural, Kannada-medium, government-school and lower-income students.
5. NEET concentrates examination risk across India: Repeated paper leaks and investigations show that a failure in one place can harm honest students across the country. The resulting distress has pushed many students towards the tragedy of suicide.
6. NEET has failed to eliminate corruption: ED allegations involving forged NRI documents, bribery, ghost faculty and fictitious patients show that a single nationwide examination cannot stop such corruption.
7. NEET reduces Karnataka students’ access to local medical seats: In 2025-26, Karnataka had about 20 MBBS seats per lakh people, compared with 5.5 seats per lakh people in Uttar Pradesh. By opening Karnataka’s higher capacity to nationwide competition, NEET reduces local students’ access to its limited affordable, state-supported seats.
8. NEET does not protect affordable seats for Karnataka students: Karnataka’s 13,944 seats include private, deemed, management, NRI, nationally pooled and high-fee seats. The affordable, domicile-protected seat pool is considerably smaller.
9. NEET ignores India’s educational diversity: Students study under different boards, languages and economic conditions. Medical standards do not require a single compulsory common entrance examination across all states.
10. NEET ignores Karnataka’s healthcare needs: Karnataka needs doctors for rural hospitals, public-health institutions, underserved communities and Kannada-speaking patients. A national multiple-choice score alone cannot measure a student’s potential to serve these needs.

Our Demands:

1. The NEET exam for medical admissions across India must be abolished immediately, and the necessary legal amendments must be made.
2. The authority to administer medical admissions must be returned to state governments, and KEA CET must be restored in Karnataka.
3. Affordable medical seats must be protected through domicile rules, constitutional reservations, transparent fee determination and open counselling.
4. Education must be fully returned to the State List. The Union government’s role must be limited to managing national institutions, distributing scholarships, supporting research, recognising degrees and setting minimum quality standards for professional education.

ವಿಷಯ: ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ ಪ್ರವೇಶಾತಿಗೆ ನೀಟ್ (NEET) ಕಡ್ಡಾಯಗೊಳಿಸಿರುವುದನ್ನು ರದ್ದುಪಡಿಸುವ ಹಾಗೂ ರಾಜ್ಯಗಳೇ ನಡೆಸುವ ಪ್ರವೇಶಾತಿ ಪದ್ಧತಿಯನ್ನು ಮರುಸ್ಥಾಪಿಸುವ ಕುರಿತು.

ಮಾನ್ಯರೇ,

ಕೆಳಗೆ ಸಹಿ ಮಾಡಿರುವ ಕರ್ನಾಟಕದ ನಾಗರಿಕರಾದ ನಾವು, ದೇಶದಾದ್ಯಂತ ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ ಪ್ರವೇಶಕ್ಕೆ ಕಡ್ಡಾಯವಾಗಿರುವ ನೀಟ್ (NEET) ಪರೀಕ್ಷೆಯನ್ನು ರದ್ದುಗೊಳಿಸಬೇಕು ಎಂದು ಆಗ್ರಹಿಸುತ್ತೇವೆ. ಅಲ್ಲದೆ, ಕರ್ನಾಟಕದಲ್ಲಿ ಸಿ.ಇ.ಟಿ (CET) ಸೇರಿದಂತೆ ಆಯಾ ರಾಜ್ಯಗಳೇ ನಿರ್ವಹಿಸುವ ಪ್ರವೇಶಾತಿ ವ್ಯವಸ್ಥೆಯನ್ನು ಮರುಜಾರಿಗೊಳಿಸಬೇಕು ಎಂದು ಒಕ್ಕೊರಲಿನಿಂದ ಒತ್ತಾಯಿಸುತ್ತೇವೆ.

ನೀಟ್ (NEET) ಏಕೆ ರದ್ದಾಗಬೇಕು?

1. ಮೂಲ ಜ್ಞಾನಕ್ಕಿಂತ ಕೋಚಿಂಗ್‌ಗೆ ಹೆಚ್ಚಿನ ಆದ್ಯತೆ: ಶಾಲೆಯ ಪಾಠ, PUC ಪಠ್ಯಕ್ರಮ, ಪ್ರಾಯೋಗಿಕ ಕಲಿಕೆ ಮತ್ತು ವಿಷಯದ ಅರಿವಿಗಿಂತ ದುಬಾರಿ ಕೋಚಿಂಗ್ ಪಡೆದ ಹಾಗೂ ಪರೀಕ್ಷಾ ತಂತ್ರ ಬಲ್ಲ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ NEET ಹೆಚ್ಚು ಅನುಕೂಲಕರವಾಗಿದೆ.
2. ರಾಜ್ಯ ಪಠ್ಯಕ್ರಮದ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ತಾರತಮ್ಯ: ಕರ್ನಾಟಕದ 10ನೇ ತರಗತಿ ವಿದ್ಯಾರ್ಥಿಗಳಲ್ಲಿ ಸುಮಾರು ಶೇಕಡಾ 90ರಷ್ಟು ಮಂದಿ ರಾಜ್ಯ ಪಠ್ಯಕ್ರಮದವರು. NEET ಪರೀಕ್ಷೆಯು CBSE ಶಾಲೆಗಳು ಅನುಸರಿಸುವ NCERT ಪಠ್ಯಕ್ಕೆ ಹೆಚ್ಚು ಹೊಂದಿಕೊಂಡಿರುವುದರಿಂದ ರಾಜ್ಯ ಪಠ್ಯಕ್ರಮದ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಅನ್ಯಾಯವಾಗುತ್ತದೆ.
3. ದುಬಾರಿ ಕೋಚಿಂಗ್ ಜಾಲದ ಶೋಷಣೆ: ಸಾವಿರಾರು ಕೋಟಿ ರೂಪಾಯಿಗಳ ಕೋಚಿಂಗ್ ಜಾಲವು ಬಡ ಮತ್ತು ಮಧ್ಯಮ ವರ್ಗದ ಕುಟುಂಬಗಳಿಗೆ ಹಣದ ಹೊರೆ ಮತ್ತು ಮಕ್ಕಳಿಗೆ ಶಾಲಾ ಸಮಯದ ನಂತರವೂ ಕೋಚಿಂಗ್ ಹೋಗಬೇಕಾದ ಒತ್ತಡ ತರುತ್ತದೆ.
4. ಗ್ರಾಮೀಣ ಮತ್ತು ಬಡ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಅವಕಾಶ ವಂಚನೆ: ರಾಜನ್ ಸಮಿತಿಯ ಪ್ರಕಾರ, ತಮಿಳುನಾಡಿನಲ್ಲಿ ಹಳ್ಳಿ ಮಕ್ಕಳ ಪಾಲು 2016-17ರ 65%ರಿಂದ 2020-21ರ 50%ಕ್ಕೆ ಇಳಿದಿದೆ; ಇದೇ ರೀತಿ ಕರ್ನಾಟಕದಲ್ಲೂ NEETನಲ್ಲಿ ತೇರ್ಗಡೆಯಾಗಿ ಅವಕಾಶ ಪಡೆಯುವಲ್ಲಿ ಹಳ್ಳಿಯ, ಕನ್ನಡ ಮಾಧ್ಯಮದ, ಸರ್ಕಾರಿ ಶಾಲೆಯಲ್ಲಿ ಓದಿದ ಮತ್ತು ಬಡ ಮಕ್ಕಳ ಸಂಖ್ಯೆ ಗಣನೀಯವಾಗಿ ಕುಸಿದಿದೆ.
5. ಕೇಂದ್ರೀಕೃತ ವ್ಯವಸ್ಥೆಯ ಲೋಪಗಳು ದೇಶವ್ಯಾಪಿ ಪ್ರಭಾವ ಬೀರುತ್ತವೆ: ಮೇಲಿಂದ ಮೇಲೆ ಪ್ರಶ್ನೆಪತ್ರಿಕೆ ಸೋರಿಕೆ, ತನಿಖೆಗಳಿಂದ ಒಂದೆಡೆ ಆಗುವ ತಪ್ಪು ದೇಶದ ಎಲ್ಲ ಪ್ರಾಮಾಣಿಕ ವಿದ್ಯಾರ್ಥಿಗಳನ್ನೂ ಬಾಧಿಸುತ್ತದೆ. ಇದರಿಂದ ಹತಾಶರಾದ ಅದೆಷ್ಟೋ ವಿದ್ಯಾರ್ಥಿಗಳನ್ನು ಆತ್ಮಹತ್ಯೆಯಂತಹ ದುರಂತಕ್ಕೆ ನೂಕುತ್ತಿದೆ.
6. ಅಕ್ರಮಗಳನ್ನು ತಡೆಯುವಲ್ಲಿ ನೀಟ್ ವಿಫಲ: ನಕಲಿ NRI ದಾಖಲೆ, ಲಂಚ, ನಕಲಿ ಶಿಕ್ಷಕರು ಮತ್ತು ನಕಲಿ ರೋಗಿಗಳ ಕುರಿತ ED ಆರೋಪಗಳು ದೇಶಾದ್ಯಂತ ನಡೆಸುವ ಒಂದೇ ಪರೀಕ್ಷೆಯಿಂದ ಈ ರೀತಿಯ ಅಕ್ರಮಗಳು ನಿಲ್ಲುವುದಿಲ್ಲ ಎಂದು ತೋರಿಸುತ್ತವೆ.
7. ಸ್ಥಳೀಯ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಸೀಟುಗಳ ಲಭ್ಯತೆ ಕಡಿತ: 2025-26ರಲ್ಲಿ ಒಂದು ಲಕ್ಷ ಜನರಿಗೆ ಕರ್ನಾಟಕದಲ್ಲಿ 20 MBBS ಸೀಟುಗಳಿದ್ದರೆ, ಉತ್ತರ ಪ್ರದೇಶದಲ್ಲಿ ಒಂದು ಲಕ್ಷ ಜನರಿಗೆ 5.5 ಸೀಟುಗಳು ಮಾತ್ರ; ದೇಶವ್ಯಾಪಿ ಪೈಪೋಟಿಯಿಂದ ಕರ್ನಾಟಕದ ಮಕ್ಕಳ ಅವಕಾಶ ಕಡಿಮೆಯಾಗುತ್ತದೆ.
8. ಕಡಿಮೆ ಶುಲ್ಕದ ಸೀಟುಗಳ ರಕ್ಷಣೆಯ ಕೊರತೆ: 13,944 ಸೀಟುಗಳಲ್ಲಿ ಖಾಸಗಿ, ಡೀಮ್ಡ್, ಮ್ಯಾನೇಜ್‌ಮೆಂಟ್, NRI, ಅಖಿಲ ಭಾರತ ಕೋಟಾ ಮತ್ತು ದುಬಾರಿ ಸೀಟುಗಳೂ ಸೇರಿವೆ; ಕರ್ನಾಟಕದ ಮಕ್ಕಳಿಗೆ ಮೀಸಲಿರುವ ಕೈಗೆಟಕುವ ಸೀಟುಗಳು ಬಹಳ ಕಡಿಮೆ.
9. ಶೈಕ್ಷಣಿಕ ವೈವಿಧ್ಯತೆಯ ಕಡೆಗಣನೆ: ಬೇರೆ ಪಠ್ಯ, ಬೇರೆ ಭಾಷೆ ಮತ್ತು ಬೇರೆ ಹಣಕಾಸಿನ ಹಿನ್ನೆಲೆಯ ಮಕ್ಕಳಿಗೆ ಒಂದೇ ಪರೀಕ್ಷೆ ಸಮಾನ ಅವಕಾಶ ಕೊಡುವುದಿಲ್ಲ; ಇಡೀ ದೇಶಕ್ಕೆ ಒಂದೇ ಪ್ರವೇಶ ಪರೀಕ್ಷೆ ಸೂಕ್ತವಲ್ಲ.
10. ಕರ್ನಾಟಕದ ನೈಜ ಅಗತ್ಯಗಳಿಗೆ NEET ಅಡ್ಡಿಯಾಗುತ್ತಿದೆ: ಹಳ್ಳಿಗಳಲ್ಲಿ ಹಾಗೂ ಸರ್ಕಾರಿ ಆರೋಗ್ಯ ಸೇವೆಗಳಲ್ಲಿ ಸ್ಥಳೀಯ ಭಾಷೆಯಾದ ಕನ್ನಡದಲ್ಲಿ ಸೇವೆ ಲಭ್ಯವಾಗದೆ, ಜನಸಾಮಾನ್ಯರ ಆರೋಗ್ಯದ ಹಕ್ಕಿಗೆ ತೊಂದರೆಯಾಗುತ್ತಿದೆ.

ನಮ್ಮ ಬೇಡಿಕೆಗಳು:

1. ⁠ದೇಶದಾದ್ಯಂತ ವೈದ್ಯಕೀಯ ಪ್ರವೇಶಾತಿಗೆ 'ನೀಟ್' ಅನ್ನು ಕಡ್ಡಾಯಗೊಳಿಸಿರುವುದನ್ನು ತಕ್ಷಣವೇ ರದ್ದುಪಡಿಸಬೇಕು ಹಾಗೂ ಅದಕ್ಕೆ ಅಗತ್ಯವಿರುವ ಕಾನೂನು ತಿದ್ದುಪಡಿಗಳನ್ನು ತರಬೇಕು.
2. ⁠ವೈದ್ಯಕೀಯ ಪ್ರವೇಶಾತಿ ಪ್ರಕ್ರಿಯೆಯನ್ನು ನಿರ್ವಹಿಸುವ ಹಕ್ಕನ್ನು ರಾಜ್ಯಗಳಿಗೆ ಮರಳಿಸಬೇಕು ಮತ್ತು ಕರ್ನಾಟಕದಲ್ಲಿ 'ಕೆ.ಇ.ಎ. ಸಿ.ಇ.ಟಿ.' (KEA CET)ಯನ್ನು ಮರುಸ್ಥಾಪಿಸಬೇಕು.
3. ⁠ಸ್ಥಳೀಯ ನಿವಾಸದ (Domicile) ನಿಯಮಗಳು, ಸಾಂವಿಧಾನಿಕ ಮೀಸಲಾತಿ, ಪಾರದರ್ಶಕ ಶುಲ್ಕ ನಿಗದಿ ಮತ್ತು ಮುಕ್ತ ಕೌನ್ಸೆಲಿಂಗ್ ಮೂಲಕ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಕೈಗೆಟಕುವ ಶುಲ್ಕದ ಸೀಟುಗಳನ್ನು ಸಂರಕ್ಷಿಸಬೇಕು.
4. ⁠ಶಿಕ್ಷಣವನ್ನು ಸಂಪೂರ್ಣವಾಗಿ 'ರಾಜ್ಯ ಪಟ್ಟಿ'ಗೆ (State List) ಮರಳಿ ತರಬೇಕು. ರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದ ಸಂಸ್ಥೆಗಳ ನಿರ್ವಹಣೆ, ವಿದ್ಯಾರ್ಥಿವೇತನ ವಿತರಣೆ, ಸಂಶೋಧನೆ, ಪದವಿಗಳ ಮಾನ್ಯತೆ ಮತ್ತು ವೃತ್ತಿಪರ ಶಿಕ್ಷಣದ ಕನಿಷ್ಠ ಗುಣಮಟ್ಟದ ನಿಯಮಗಳನ್ನು ರೂಪಿಸುವ ಕಾರ್ಯಗಳಿಗೆ ಮಾತ್ರ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಪಾತ್ರ ಸೀಮಿತವಾಗಬೇಕು.

ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣದ ಪ್ರವೇಶಕ್ಕೆ ಕಡ್ಡಾಯವಾಗಿರುವ ನೀಟ್ (NEET) ಪರೀಕ್ಷೆಯನ್ನು ರದ್ದುಪಡಿಸುವ ಮತ್ತು ಕರ್ನಾಟಕ ಸಿಇಟಿಯನ್ನು ಮರುಸ್ಥಾಪಿಸುವ ಬೇಡಿಕೆಯನ್ನು ಬೆಂಬಲಿಸಿ ಈ ಮನವಿಗೆ ಸಹಿ ಮಾಡಿ ಹಾಗೂ ಹಂಚಿಕೊಳ್ಳಿ.
