Abolish Inhumane Pounds - Transition to State Funded Shelters & Rehabilitation Centers

The Issue

The End Animal Cruelty Movement (EACM) stands as a beacon of hope and justice for the voiceless creatures of our nation. Founded on 25 February 2026, the National People's Movement for Animal Welfare was an urgent response to the distressing conditions faced by animals in pounds across the Philippines. It's time for change, driven by the collective will and empathy of Filipino citizens who firmly believe that the welfare of the people is intrinsically tied to the welfare of animals.

Every year, countless animals suffer in overcrowded and inhumane conditions within pounds. They are often denied basic necessities such as adequate food, clean water, and medical care, leading to unnecessary suffering and death. According to legitimate sources over 300,000 animals are taken into pounds annually, with a significant number not surviving due to the poor conditions. These numbers reflect a dire situation that calls for immediate action and legislative changes.

We propose a complete overhaul / abolition of the existing system of animal pounds and transition to Humane State Owned Animal Shelters and Rehabilitation Centers. First, we urge the Philippine Congress to pass legislation that establishes minimum care standards for animal welfare, ensuring that all pounds provide sufficient food, water, space, and medical treatment. Furthermore, implementing more stringent regulations and routine inspections can prevent the mistreatment and neglect of animals.

Secondly, we advocate for the promotion of spaying and neutering programs to control the animal population humanely, which would reduce the number of animals entering pounds in the first place. Public awareness campaigns, funded and supported by both government and non-governmental organizations, can educate communities about responsible pet ownership and the importance of adopting rescue animals from pounds.

We must unite as a nation—all Filipino Citizens—to demand a compassionate approach towards animals. No creature deserves to live a life of suffering, and it is within our power to change this sad reality. We call upon the House of Representatives and Senate of the Philippines to listen to the voices of thousands who demand a future where animals are treated with kindness and respect.
