Está integrado por Ongs, agrupaciones, protectoras, proteccionistas independientes, ciudadanos, comerciantes, entre otros referentes. 

Nos une la problemática que acarrean la tracción a sangre animal, y todos los ilícitos que implica, maltrato animal, precarización laboral, riesgo vial, explotación infantil, deserción escolar, fragilidad social, violencia intra familiar, basurales a cielo abierto, contaminación de las napas acuíferas, delitos contra la vida y la sociedad.

En todo Estado de Derecho, todos tienen que estar a Derecho:

Hablar de tracción a sangre es hablar de brutales casos de maltrato y crueldad animal, como también de acentuadas problemáticas sociales y culturales que ponen en jaque la justicia social, que impera en todo estado de derecho, y está justicia involucra al caballo, a la comunidad carrera y a toda la ciudadanía. Ninguno de estos eslabones puede quedar desamparados y desprotegidos ante la ley, porque está problemática viola 10 leyes Nacionales y Provinciales. Está claro que trabajar no es delito, pero si lo es, si se realiza en un carro tirado por caballos.

Los proteccionistas somos millones, la ciudadanía que reclamamos un cambio, somos millones, y le ha llegado la hora a la Clase Política, de tener LA VOLUNTAD DE LLEVAR A LA PRACTICA LA ABOLICION DE LA TRACCION A SANGRE.

Por tal motivo nos dirigimos a ustedes, la clase política, a fin de solicitar que arbitren los medios necesarios para el cumplimiento de las distintas leyes nacionales y provinciales, existentes contra la tracción y el maltrato animal, y que se implemente una normativa que provea un plazo de 12 meses, y/o 24 meses como máximo, para sustituir de manera definitiva la tracción animal. A fin de proporcionar una alternativa eficiente, ecológica y segura, acorde a la red vehicular contemporánea, libre de explotación y maltrato animal. Por tal motivo creamos una ordenanza modelo adaptable a cada municipio y provincia, con sus respectivas características y problemáticas.

SITUACIÓN:
La tracción animal ha proliferado de manera exponencial, siendo los grandes núcleos urbanos los más afectados por la misma, en vez de ajustarse a los tiempos actuales anacrónicamente se remite a la edad media, afectando al conjunto de la sociedad y poniendo en riesgo la misma.

DESARROLLO Y CONCLUSIÓN:

Las provincias y los municipios, están siendo reconocidas como las que menos protegen a la ciudadanía, toda vez que permiten el flagelo de la tracción a sangre, ya sea porque no tienen ordenanzas contra la misma o porque los que la tienen la ven ignorada e incumplida, los intendentes desoyen el clamor ciudadano contra la tracción animal e ignoran los perjuicios que una cantidad ínfima de personas ocasiona al resto de sus habitantes, puesto que no se actúa de manera consistente para el reemplazo de la misma.

Es por esto, que recurrimos a ustedes, poniéndonos a disposición para acercar las propuestas superadoras que, junto a la VOLUNTAD POLÍTICA, sin la cual no existe solución posible para ninguna cuestión, redunden en beneficio para toda la comunidad, sin excluir ni victimizar a nadie, ni a personas, ni a animales.

Institúyase el programa de reemplazo de vehículos de tracción a sangre animal, el cual tendría como objetivo primordial establecer las bases a fin de lograr la paulatina prohibición, con una fecha de caducidad, de circulación y utilización en todas sus formas de animales en el tiro de vehículos de tracción a sangre. Es la única solución posible llevar a la practica el Plan Integral de Reconversión, el cual depende exclusivamente de cada LOCALIDAD, y de su compromiso por el bienestar de todos los sujetos involucrados, caballos, carreros recicladores y ciudadanía. Dado que esta comunidad carrera actúa fuera de toda normativa legal, incumplimiento de Normas Nacionales y Provinciales, No debe existir más personas excluidas (comunidad carrera y ciudadanía), ni caballos esclavos, y esto depende exclusivamente de la VOLUNTAD POLÍTICA, debiendo participar Desarrollo Social, Secretaria de Medio Ambiente, Secretaria de Transito, Secretaria de Trabajo, Secretaria de Salud.

RECONVERSION LABORAL, SUSTITUCION, INCLUSION SOCIAL Y LIBERACION:

RECONVERSIÓN LABORAL: Deben brindarles a estás familias carreras, capacitaciones y todos los cursos laborales, de artes y oficios gratuitos municipales, provinciales y nacionales existentes, para que ellas puedan decidir el área laboral en la que quieran desarrollarse.

SUSTITUCIÓN: Las personas optarán seguir trabajando como recicladores urbanos con un vehículo acordé para esta actividad.

INCLUSIÓN SICIAL: proteger los derechos de los ciudadanos que se encuentran vulnerados, damnificados en accidentes de tránsito, ocasionandoles un prejuicio civil.

LIBERACION: los caballos serán liberados para nunca más ser explotados, maltratados, ni usados para ninguna otra actividad, ni comercial ni deportiva.
